MONROE (LA.) CIVIC CENTER - Built in 1967 at a cost of $6 million - includes Theater, Arena and Conference Hall. The 31-acre complex faces a beautiful "Symphonic Colorfall" which was a gift of former Gov. and Mrs. James A. Noe, Sr.
