I saw at least two at the same time on flowers in the yard just now! We have plenty of milkweed in the yard, so perhaps they have mated and there are already eggs. I've been reading up on monarchs a bit, and they are in the news this week as it has been reported that a number of species of butterflies, including monarchs, have wasp genes.
