Description
English: In 2009, at long last, Haringey Urban Environment Department took notice of Cllr Ray Dodds and me. For nearly 18 months we told them that - across the Borough - hundreds of the traffic lines and signs did not comply with Statutory Regulations.

These photos show white parking bay lines and double yellow lines at the same spot at the west end of Mitchley Road N17 near the junction with Dawlish Road. (Top - 20 March 2009. Bottom 9 May 2009.) This road was in the original Tottenham Hale CPZ (Controlled Parking Zone) which operated from April 2004.

Between 27 April and 18 May 2009 Haringey's contractors repainted or corrected the lines in Tottenham Hale Controlled Parking Zone (CPZ).

Comparison of my two photos shows that on 20 March 2009 - almost five years after the CPZ began - there were still wrongly marked double white lines at the end of the parking bay in the top photo here. The photo on 9 May 2009 showed this corrected.

Also according to the DfT regulations, the double-yellow lines in the top photo should have ended with a short termination line or 'T'-bar. As the bottom photo shows, this had been repainted correctly by 9 May 2009.

In fact, the same parking bay had previously had a correct single white line at the far end. (Although no T-bar). The same errors appeared on the opposite side of this street; and at the bays beginning at the eastern end of Mitchley Road.

This pattern of mistakes (or 'screw-up' to use President Obama's technical term) was repeated in many roads originally in the CPZ. It did not comply with Department for Transport (DfT) Regulations.

Just before 27 April 2009, notices were put up which could and should have told residents that Haringey Urban Environment Department was correcting some errors in the existing white and yellow traffic lines and repainting lines which had faded.

Instead of telling the truth, they chose to give a misleading 'warning' about an upgrading. Even so, there can be no doubt that - by its actions if not its words - Haringey has at least implicitly accepted that the lines previously painted were incorrect.

Suppose you parked in this bay and got a Penalty Charge Notice ('parking fine') before the lines were corrected. Would this be grounds for a successful representation to Haringey; or an appeal to a Parking Adjudicator? Please see my comment under this photo, which I took in Junction Road nearby.
