Under the leadership of Adnan Menderes, the Democrat Party introduced the law “Public Works and Confiscation” in 1956, within the scope of the İstanbul Zoning Project. This extensive zoning program was presented as a solution to the excessive traffic problem in the city, to provide public spaces around historic building, and to enable the restoration of monumental buildings. The project design included large boulevards that would pass through historical areas such as Kemeraltı Street between Karaköy and Tophane. Karaköy was transformed by the connection of its six main streets to one square, with historical buildings such as Old Borsa Inn and Merzifonlu Kara Mustafa Paşa Mosque, designed by Raimondo D’aronco, being eradicated. Adnan Menderes liderliğindeki Demokrat Parti hükümeti, 1956’da İstanbul İmar Projesi kapsamında yeni bir imar kanunu, bir süre sonra da istimlak kanunu çıkardı. Geniş kapsamlı bu imar operasyonuna gerekçe olarak, kent içi trafiğin rahatlatılması, meydan ve camilerin çevrelerinin açılması ve dinî yapıların restore edilmesi gerekliliği gösterildi. Tarihsel dokunun yoğun olduğu yerlerden geçecek geniş bulvarların öngörüldüğü proje için, aralarında tarihî eserlerin de olduğu 10 binden fazla yapı istimlak edilerek yıkıldı. Karaköy-Tophane arasında kalan Kemeraltı Caddesi ve Karaköy-Azapkapı bağlantısı bu proje kapsamında hayata geçirildi. Altı ana caddesinin bir meydana bağlanması suretiyle dönüştürülen Karaköy’de, Eski Borsa Hanı ve Raimondo D’aronco tarafından tasarlanmış olan Merzifonlu Kara Mustafa Paşa Camii başta olmak üzere birçok tarihi yapı yok edildi.
