ch is notmerely a reform agency. It is not primarily interestedin housing, ventilation, sanitation, and labor questions,but is completely interested in the moral aspects of thesequestions, and their effect upon the life of the com-munity and the life of the individuals in the community.Any church which fails to educate its members to lookat all such matters from the moral point of view, andfails to make eflfective the principles of Jesus in relationto the social life of the community, is falling far shortof its duty. It is no wonder that the men and womenwho are struggling with the evils of society grow im-patient with the churches that do not undertake to helphumanity. One worker expresses it thus: The troublewith all social effort is that we have no inspiration forthe task. The churches that should be helping us bysupplying this inspiration are apparently afraid to takehold of the job. This is too sweeping a criticism, forthere are hundreds of churches that are doing just thisthing.

Instead ofinstitutional churches, however, we are substituting thesociaHzed church, and it is not what the church isdoing as an institution but what it is inspiring others todo in the community that counts most. When thechurch cannot get any one else to do a certain task, thenthe church must shoulder the responsibility itself. Thechurch ought to cooperate with the united charities ofthe community. It will not be enough for it to havemerely a member or two on the boards of these organiza-tions; the church as an organization must be in closetouch with them, furnishing money and workers, andhelping to plan and carry out the plans of the organiza-tion.
