Evidence of non-renewal: Under the terms of the 1909 Copyright Act the photo would have had to be renewed 28 years after publication. A work from 1944 would have to have been renewed in 1971 or 1972. There are no relevant hits in the Artwork volumes (which include works of art; reproductions of works of art; scientific and technical drawings; photographic works; prints and pictorial illustrations) for "Meet Me in St. Louis", "Loew's" or "Metro-Goldwyn-Mayer". There's no evidence M-G-M/Loew's Inc. renewed their 1944 copyright for this material.
