Marshall European Center for Security Studies’ Research Library, July 20 at the Marshall Center in Garmisch-Partenkirchen, Germany. Also pictured is Steven Monaco, professor of Counter Illicit Trafficking and program director of the Countering Narcotics and Illicit Trafficking resident program.
