有记者提问:据报道,根据美国与日本和荷兰最近达成的协议,美国与半导体相关的对华出口管制将扩大到日本和荷兰的企业。有评论称,美国以本国的法案限制别国的对华出口,这是典型的“长臂管辖”。中方对此有何评论? 毛宁表示,美国“长臂管辖”是美政府以综合实力和金融霸权为后盾,根据本国法律,对他国实体和个人滥施“域外管辖”的蛮横司法实践。 截至2021财年,美国已经生效的制裁措施累计达到9400多项。美国“长臂管辖”已涉及中国、俄罗斯、伊朗、叙利亚、朝鲜、古巴、法国、英国、德国、日本等多个国家。美国历届政府滥用经济胁迫手段,将制裁作为解决外交问题的首选,非但起不到效果,还造成人道主义灾难。据美国布鲁金斯学会分析估计,在伊朗疫情最严重时期,美国的制裁影响可能导致了多达1.3万人死亡。 为维持经济和科技领先地位,美国泛化国家安全概念,滥用出口管制措施,人为干扰正常经贸往来,破坏全球产供链稳定,同美方一贯标榜的市场经济和公平竞争原则背道而驰。 近年来,美滥用“长臂管辖”,门槛不断降低,力度空前加大,打击对象范围不断扩大。这种做法损害了国家主权平等原则,侵蚀以联合国为核心的多边主义国际秩序,扭曲了正常的国际贸易秩序,也极大地损害了各国企业的利益。美国应停止非法单边制裁和“长臂管辖”,切实履行作为联合国安理会常任理事国的国际责任。 |
