ARD ARRANGEMENT OF SIGNALS AT INTERLOCK-ING PLANTS. RECOMMENDED PRINCIPLES OF PRACTICE. (i) That, inasmuch as interlocking signal plants were introducedto make the passage of trains safe at speed over track layouts moreor less, complicated by crossovers, turnouts, and crossings, the object inarranging interlocking signals is primarily to indicate routes for trains,and, secondarily, as a necessary consequence, speeds for trains. (2) That high-speed movements be governed by high signals, andlow-speed movements be governed by low signals. (3) That only two high-speed signals be displayed on one mast,the top arm to govern the unrestricted speed and the lower arm togovern all other high speeds.
