Budd (left), and the incoming commanding officer of MWHS-3, Lt. Col. Vincent J. Welch (right), shake hands during a change of command ceremony on Marine Corps Air Station Miramar, Calif., July 2, 2015. The change of command ceremony is a tradition in the Marine Corps that demonstrates the passing of authority from the outgoing commanding officer to the incoming commanding officer.
