Description The Lower Homestake Pipeline outlet, located along the Rainbow Gulch Trail in the Pike National Forest, southeast of Woodland Park, Colorado in El Paso County. The water leaving the pipe flows down an artificial riverbed and empties into Rampart Reservoir. The structures belong to Colorado Springs Utilities and are part of its municipal water supply infrastructure.
