[edit]DescriptionLowell I-495 Bridges- Lane Changes (4172670360).jpg |
On November 8, 2009, the I-495 Lowell Bridge Bundle Project achieved its first major construction milestone: opening of the median crossovers and contra-flow lane for one lane of northbound traffic leaving two lanes on the northbound side of I-495 open to motorists as well as the implementation of the first project detour. The fourth row of the table below provides a view of the median crossover and contra-flow lane in operation. During the upcoming phase of work, approximately four months, the motorist experience in the work zone will remain similar to what it is today. The right hand half of the northbound lanes has been closed off by a temporary concrete barrier in order to perform demolition and reconstruction work on the bridges. The northbound exit to Woburn Street is closed with traffic detoured via Route 38. Achieving this significant construction milestone allows the project to move into its next major stage: the first phase of demolition for all three northbound bridges in the bundle. This demolition will require some night work as was explained during the project team's briefing for public officials and briefing for residents of the Woburn Street neighborhood. While night work will cause some disruptions, it is a project requirement given the need to replace these bridges on time and within the allocated budget. |

Definition of "public record"
Public records are defined in A Guide to the Massachusetts Public Records Law, Published by William Francis Galvin, Secretary of the Commonwealth Division of Public Records, (Updated January 2017) at https://www.mass.gov/files/2017-06/Public%20Records%20Law.pdf on page 40, under M. Limitations of template usage
This is consistent with the statement at http://www.sec.state.ma.us/ARC/arcres/residx.htm:
Note: Works that are considered "public records" but were not created by a state or municipal government agency may be copyrighted by their author; the Supremacy Clause of the United States Constitution prevents state law from overriding the author's right to copyright protection that is granted by federal law. For example, a state agency may post images online of the final appearance of a building under construction; while the images may be "public records", their creator (eg. architecture/construction firm) retains copyright rights to the image unless the contract with the agency says otherwise. See: Government-in-the-Sunshine Manual: To what extent does federal law preempt state law regarding public inspection of records?. |
