The lesson furnishedin this instance is to either have inspectorsat the works when erection of cars isunderway, or to so nominate it in thebond that the builder would find it un-profitable to turn out candidates for thedissecting table. There are places enoughin car construction where close attention tosizes need not be insisted on, but this isnot one of them. In all places where good alignment andtight work is required, there should bethe proper care given to produce it; ifthis cannot be done, it were better to re-turn to the old practice of tenons on theposts, where a fit is usually made in the-mortise as a matter of pride. This wouldinsure a flush face at sill, post and plate,and prevent to a large extent the bulgingof sheathing so often seen.

The Pennsylvania Railroad shops at Al-toona, like all shops that have been in-creased away beyond the original design,have many inconvenient features. Duringa recent visit to these shops I found thehighly energetic superintendent, Mr. J. M.Wallis, virestling with the problem of over-coming the natural shortcomings of theestablishment. His greatest desire seemsto be more light, and he is schemingchanges in the shops that will dispel agreat share of the darkness that makesartificial light necessary in daytime. Thereare also changes making that will greatlyreduce the labor of handling material.Among the improvements going on is thebuilding of a new laboratory. Old toolsare being replaced by modern ones betteradapted to the heavy work of to-day, anddevices for handling material are being in-troduced. The most convenient shops belonging tothis establishment are the iron and brassfoundries. The latter has been rearrangedlately, and it
