The original artwork does not seem to have been signed, (there is some writing along the top left side but it seems to be scribbling), so it is reasonable to assume the work is anonymous. It is stated on the display to be 19th century, but the fashions look mid rather than late C19: the children are dressed as little adults rather than in weird Victorian children's clothes, the skirts are bell shaped rather than with a bustle and the lad looks a lot like young Prince Albert. So there is every reason to assume the work is Public Domain.
