has confessedly broken, andwhere the present Emperor shed rills ofblood the present President will pourrivers, if thirty millions of people are tobe kept waging the bloodiest and mostgigantic of the worlds civil wars untilthe South surrenders its property, itsprejudices, and its local self-government.The Baltimore Convention, which re-nominated iMr. Lincoln, resolved:— That we approve the determination ofthe government of the United States notto compromise with rebels, or to offer anyterms of peace except such as may bebased upon an unconditional surrenderof their hostility, and a return to theirfirst allegiance to the Constitution andlaws of the United States; and that wecall upon the government to maintaintheir position and to prosecute the warwith the utmost possible vigor to thecomplete suppression of the rebellion, infull reliance upon the self-sacrificing pa-triotism, the heroic valor, and the undy-ing devotion of the American people totheir country and its free institutions.

To this singlecondition Mr. Lincoln subjoins theabandonment of slavery. And theTimes, his own organ, confesses that thepeople will not sustain him in demand-ing that ultimatum. Indeed, they willnot. What right has the President toplant an insurmountable barrier in thepaths of peace? SPEECH OF GOV. SEYMOUR I would not say one unkind word ofthe President of these United States,—Iwould speak of him respectfully as thehead of the Government; but neitherMr. Lincoln nor his cabinet have nowcontrol over national affairs.
