It is a publicannouncement by the Chief Magistrateof the nation that he has abandoned,finally, all pretence or appearance ofwaging a constitutional war for the resto-ration of the territorial integrity of theUnion, and the supremacy of its funda-mental laws; and on open declarationthat hereafter it shall be waged for thedestruction of slavery. His policy haslong tended in this direction, but he hasconcealed its real purport by double-faced acts and specious language. Hehas looked one way and rowed another.Now he avows his purpose. Now he avows this prostitutionand glories in it. Mr. Lincoln did not write his Towhom it may concern letter without apurpose. He is a buffoon, but he is nofool. His purpose was a personal one.It was to recover the radical vote andsupport in time for the next Novemberelection. The radicals have distrustedhim. The most honest and sincere anti-slavery men among them have long hadno confidence in Mr. Lincolns moral in-tegrity, and therefore no confidence in hisavow (s of anti-slavery sentiments. Theyhave therefore deserted the Republicanparty, nominated a candidate, and laiddown a platform of their own. Theythreatened to divide the Republican vote,and so insure the success of the Demo-cratic candidate. Mr. Lincoln hoped torecover their confidence and their sup-port in the coming elect
