Le général Leclerc estimant que l'objectif militaire, à savoir le rétablissement de la présence française dans les cinq pays de la Fédération, était atteint, avait demandé son rappel en métropole début juin. A la demande de l'amiral d'Argenlieu, il restera à Sài-Gòn pendant le voyage à Paris de celui-ci. Il est remplacé par le général Jean-Etienne Valluy le 17 juillet et est nommé Inspecteur général des Forces Armées en Afrique du Nord.
