TheGenerals limp, especially noticeable when herises to speak on the platform, entirely dis-appears after a little vigorous exercise, andfew men are able to keep up with him ingetting about on foot. When he returned to the United States in1908, General Wood was promoted to thecommand of the Eastern Department of theArmy with headquarters at Governors Island.This was at the time the most important armycommand outside the national capital. General and Mrs. Wood at Governors Island Organizing the Army 105 for the first time opportunity was found todevote himself to the problem of preparingthe national defence for a war which he knewwas certain to come upon the country in thenot distant future. From a military point ofview the country was in a hopeless conditionto meet the attack of a foreign foe. Whenwith Earl Roberts at the German manoeuvresof 1902 General Wood had had an opportunityto inspect the modem military machine ofGermany, and he was under no illusion as tothe meaning of this development of a perfectedinstrument of war by a state notoriously mili-taristic and ruled by an ambitious war lord. As commander of the Department of theEast, he had under his observation more thanhalf of the National Guard of the country, abody of excellent personnel but organizedunder a vicious system which was not suscept-ible of enforcement of rigid discipline. More-over, there was little opportunity for drill inlarger units than that
