carrier knowingly carrying or trans-porting the same shall, upon conviction, pay a fine of not exceeding $200. Sec 5. That all dead bodies, or parts thereof, of any foreign game animals, orgame or song birds, the importation of which is prohibited, or the dead bodies, orparts thereof, of any wild game animals, or game or song birds transported into anyState or Territory, or remaining therein for use, consumption, sale, or storagetherein, shall upon arrival in such State or Territory be subject to the operationand effect of the laws of such State or Territory enacted in the exercise of its policepowers, to the same extent and in the same manner as though such animals or birdshad been produced in such State or Territory, and shall not be exempt therefrom byreason of being introduced therein in original packages or otherwise. This act shallnot prevent the importation, transportation, or sale of birds or bird plumage manu-factured from the feathers of barnyard fowl. Approved May 25, 1900.

II. STATE LAWS FOR THE PROTECTION OF BIRDS. The following digest of measures for the protection of birds, whichincludes the latest acts passed in the various States up to the close of1899, and also laws enacted by New York and Rhode Island in 1900,1fairly represents the legislation in force in the United States at theclose of the century. In the fifty years that have elapsed since theenactment of the first law protecting insectivorous birds, considerableprogress has been made, although much still remains to be accom-plished. With the exception of Alaska (see p. 57), every State andTerritory has its bird law, but Arizona, Idaho, Indian Territory, andNew Mexico protect only game, and Florida only game and plume birds. Uncertainties still surround many of the questions involved in theselaws; but some fundamental principles have been definitely settled bydecisions of the higher courts, the tendency of which is to give thefullest effect to such legislation.
