Потаповский переулок, 9-11/7 (угол Потаповского переулка и улицы Покровка) в 1928-1929 годах для кооператива «Военный строитель» был построен комплекс жилых зданий в стиле конструктивизма. Часть корпусов этого комплекса выходит на Чистопрудный бульвар.

В 1930-х годах в комплексе жили многие семьи военных, размещалась редакция газеты «Красная Звезда».

В годы Большого террора десятки жителей кооператива «Военный строитель» были репрессированы и расстреляны или получили длительные лагерные сроки. В базе «Мемориала» только расстрелянных палачами НКВД СССР насчитывается более 70 человек, из них 22 человека жили в корпусе, расположенном на углу Покровки и Потаповского переулка.

Летом 2015 года «Последний адрес» получил заявку от внука одного из репрессированных на установку памятного знака Кириллу Ивановичу Янсону. Затем поступило ещё несколько заявок. Осенью 2020 года жильцы дома дали разрешение на установку четырех мемориальных табличек. При этом несколько жильцов, вдохновившись идеей проекта «Последний адрес», решили подать заявки и на остальных репрессированных.

В воскресенье, 14 февраля 2021 года, были установлены первые девять памятных знаков.
