w in the following spring.This long-threatened and long-postponed taxa-tion by parliament of an unrepresented peopleroused only some vigorous remonstrance in thecolonies at first; but feeling warmed against it asthe time for introducing the obnoxious stampsdrew near, especially after the famous speech ofPatrick Henry, in Virginia, had been publishedfar and wide. A congress of delegates, held atNew York, in October, 1765, adopted a temperatedeclaration of the most essential rights andliberties of the colonists, while less orderlypeople, forming associations called Sons ofLiberty, indulged in demonstrations that be-came riotous at times, and that led in a fewinstances, at Boston and elsewhere, to shamefuldoings by senseless mobs. Generally, the officialsappointed to sell the stamps were frightened intoresigning, and a large part of the stamps sent outwere destroyed; but the most effectual expressionof colonial feeling was in agreements to wearhomespun and to use no English-made goods. -

Various Causes of Discontent 991 This was done to an extent that became serious toEnglish trade. British merchants and manu-facturers were thus aroused against the StampAct, bringing an influence that helped Pitt andother statesmen, who opposed the measure onprinciple, to bring about its repeal. Before this occurred, Grenville had lost favorwith the king and a more moderate cabinet hadbeen formed. It was this ministry, under the Repeal ofmarquis of Rockingham, that carried the repeal the stampof the offensive act; but parliament, at the sametime, recorded a formal assertion of its right tolegislate for the colonies in all cases whatso-ever. The Rockingham ministry was short-lived, and gave way to one which Pitt was per-suaded to lend his name to, but over which heexercised no control.
