The origins of this network can be traced back to the creation of a tramway in Hendaye, granted to Mr Martinet over a distance of 2,800 m between the station and the beach. Brought into service in July 1906, this Decauville railway with 60 cm track only ran in summer, and its traffic was unsurprisingly very poor.

Having become a metre-gauge electric tramway, it was not officially declared to be in the public interest until 16 January 1913, more than 6 months after the principle of a line from Bayonne to the Spanish border had been agreed on 13 July 1912. It was handed over to the new Voies Ferrées Départementales du Midi company on 8 July 1914.
