中文（繁體）：一、具有作為事件陳述證據的歷史價值：

鄉民將飄流於各處罹難者屍骸聚集就近埋葬，形成今日所見分屬三地的墓塚區。此外，可藉此地點參佐文獻紀錄作為了解環境變遷的過程，昔日潟湖港灣於今已遠離海岸成為陸地，滄海桑田可見一般。

二、具有特殊民俗信仰特質的文化價值： 口湖地區在災後倖存的民眾依藉宗教的力量與傳說寫作，共同救贖地方受難的傷痛，以特殊的道教科儀「牽水車藏(狀)」進行對逝者的追思悼念，牽水車藏(狀)已被公認為為珍貴的無形文化資產。萬善同歸塚與下寮仔萬善廟雖無牽水車藏(狀)之祭儀形式,但仍是與此無形文化資產相關的歷史地點，且有獨特的祭祀行為-「挑飯擔」。牽水車藏(狀)為道教科儀，此舉加諸本地萬善同歸信仰又發展出不同概念的祭儀行為(挑飯擔)與環境關係(居民對待墓塚的態度)且長期以來保持完整施行不綴，更使本地「萬善同歸塚」顯得特殊不同。

三、具有表徵「萬善同歸悲憫特質信仰」的特殊意義：前已敘及

萬善同歸墳塚區並非為一時一刻完成的，而是在事件發生後伴隨居民復原農墾的過程中逐漸發現骨殖遺骸次第遷葬設置而成。其「過程」的因素對於「萬善同歸信仰」的構成甚為重要。由坵墳層層剝落的灰泥層可以了解本地民眾實出於真情憐憫的在不同的年代持續給予這些鄰近村庄早已死難多年的亡者照料撫慰。層層疊疊的封泥層代表的是一種已融入地方信仰、持續的悲憫態度。
