ลักษณะแห่งเหรียญรัตนาภรณ์รัชกาลที่ 8 กำหนดไว้ในมาตรา 3 แห่งพระราชบัญญัติเหรียญรัตนาภรณ์ รัชชกาลที่ 8 พ.ศ. 2480 ดังนี้

มาตรา 3 ลักษณะแห่งเหรียญรัตนาภรณ์ตามพระราชบัญญัตินี้ให้มีอักษรพระบรมนามาภิไธย อ.ป.ร. อยู่ในขอบวงกลมซึ่งมีรัศมี มีหูสำหรับร้อยแพรแถบข้างบน ทำด้วยทองคำ เงิน และเงินขัดเงายักเยื้องไว้ต่างกัน มีลำดับเป็น 5 ชั้น ดั่งนี้
ชั้นที่ 1 เรือนเงินประดับเพชรทั้งปวง หูทองคำ
ชั้นที่ 2 อักษรพระบรมนามาภิไธยทองคำลงยาแดง ขอบเรือนเงินประดับเพ็ชร์ หูทองคำ
ชั้นที่ 3 อักษรพระบรมนามาภิไธยทองคำลงยาแดง ขอบเพ็ชร์สร่งเงิน หูทองคำ
ชั้นที่ 4 อักษรพระบรมนามาภิไธยทองคำ ขอบเพ็ชร์สร่งเงิน หูเงิน กาไหล่ทอง
ชั้นที่ 5 อักษรพระบรมนามาภิไธยเงิน ขอบเพ็ชร์สร่งเงิน หูเงิน กาไหล่ทอง
ให้มีแพรแถบพื้นสีเหลือง มีริ้วแดง 2 ข้าง กว้าง 23 มิลิเมตร สอดร้อยหูเหมือนกันทั้ง 5 ชั้น
สำหรับพระราชทานสตรีผูกเป็นรูปแมงปอ

สำหรับพระราชทานบุรุษไม่ผูก ใช้กลัดอกเสื้อ
