Description
English: A silver seal most likely from the 16th-17th century and there is a record of arms related to the arms on it from the early 16th century. The matrix is not from Lancashire and it is curious how it turned up there. It is possible that it's deposition relates to the English Civil War 1642-1651 when men of Shropshire are known to have fought in Lancashire. The Kings army was originally based in Shrewsbury and then moved into Cheshire and then Lancashire. The Royalists recieved a defeat at Whalley which is not too far from the findspot.

The arms are, "Argent, a chevron gules between three pheons. the two in chief lying fesswise point to point and that in base erect sable". They are those of the Kiffin/Kyffin family of Shropshire (the name was later Cuffin, I understand). I have enclosed an image of what they would have been in colour.
If you compare the image to that on the matrix, the central crescent has not been included. The crescent's role here is to mark the fact that the bearer of the arms on the matrix was the second son of the family; the crescent is a mark of cadency which he would always bear on his arms (as would his descendants) unless the first son of the family were to die and the second son thus "move up" and inherit the family's estates and arms. There is a single record of these arms (Creswick's Roll, c. 1510) that has a mullet (star) in the centre instead of the crescent, denoting the fact that the arms belonged to a third son of the family in that instance.

The Kyffin family are registered as living in Park Issa, Oswestry, from the 1790s ff., but these may not be the same people as the reference is so late. There is also a record of part of the family tree in 'The Visitations of Shropshire 1623' by Robert Tresswell which can be accessed via the local library. The length is 30mm and the diameter of the base is 16mm.
