By 1916 there were only two main streetcar companies operating in Washington, D.C. and Clarence King’s Washington Railway and Electric Company was the biggest.
King (shown in a 1920 photograph) relented to government pressure and bargained with the Amalgamated Association of Street & Electric Railway Union Division 689 in 1916, but prepared to bust the union in 1917. Before the one-year agreement expired, King began recruiting strikebreakers and scabs within the existing employee ranks. As the expiration drew close, King offered individual contracts to employees that contained wage increases and some small benefit improvements and declared he would not recognize the union. The union struck March 12, 1916 and received widespread support from working people in the city. Despite this, King was able to operate the lines at a 100% capacity by week’s end. The union carried on as a minority union, but was never victorious at the WRE.. The union retained recognition at the smaller Capital Transit Co. and survived until the two companies merged in 1933. Following the merger, the union contract was extended to all employees. The union represents nearly 13,000 active and retired dues paying members today who primarily work at the Washington Metropolitan Area Transit Authority, better known as Metro.
