Every person who shall print or pub-lish any manuscript whatever without the consentof the author or proprietor first obtained, shall beliable to the author or the proprietor for alldamages occasioned by such injury. SEC. 4968. No action shall be maintained in anycase of forfeiture or penalty under the copyrightlaws, unless the same is commenced within twoyears after the cause of action has arisen. The Revised Statutes also provide that for thepurpose of the copyright act each volume of abook published in two or more volumes, whensuch volumes are published separately, and thefirst shall have been issued before the first day ofJuly, 1901, and such number of the periodical shallbe considered an independent publication, subjectto the form of copyrighting required by statute.
