He succeeded to the Irish peerage asviscount in 1799. Howell, Clark, American journalist andpolitician: b. Barnwell County. S. C. 21 Sept1863. He was graduated from the Universityof Georgia in 1^3, entered journalism, becamemanaging editor in 1889 of the Atlanta Con-stitution, and editor-in-chief 1807. He was amember of the Georgia House of Representatives189D-1 and has been a member of the GeorgiaSenate from 1900. Howell, Mich., -village, county-seat of Liv-ingston County: on the Pere M. and the .\nn .\.RRs; about 50 miles northwest of Detroit. Itis located in a rich agricultural section of theState. The chief manufactures are flour andcondensed milk; and it has a large sash, door.
