Description

On 5 December 1890 one of most significant elections in New Zealand's political history took place. This election marked the beginning of party politics in New Zealand with the formation of the first Liberal government. Prior to the 1890 election, government was made up of a loose and often unstable coalition of independent MPs.

The Liberal Era (1890 - 1914), as it came to be known, was the most formative period in New Zealand's political history, for during this period the tone and system of New Zealand's political life was shaped; major pressure groups, such as trade unions and farmer's bodies, grew to maturity; and national feeling achieved a certain definition. The 1890 election was also the first election in which there was no legal plural voting. Multi-member electorates were reintroduced in the four main centres and the 'country-quota', which gave more weight to rural votes, was increased to 28%.

The Liberal Foundation, founded by John Ballance (1839 - 1893), took office on 24 January 1891, and was New Zealand's first nationwide party organisation. The Liberals promoted themselves as the champion of the ordinary New Zealander, through patterns of state involvement in the economy and regulation of society, with old age pensions and workers’ dwellings anticipating the welfare state, as well as supporting suffrage for women. Their vision of 'God's own country' was evident through the cementing in place of New Zealand as a family farm economy through the subdivision of large estates, purchasing of Maori land in the North Island, and offering of advances to settlers. Following Ballance's death from cancer in 1893, Richard 'King Dick' Seddon took over, and his image has since become synonymous with the Liberal era. Liberal rule ended in 1912, when William Massey led the Reform Party to power, promising state leaseholders they could freehold their land.
