Atlanta 9, Georgia Dear Mrs. Kibler: I was sorry to hear by your letter of January 11, 1963, that you had a fall, but glad to hear that you are improving. I remember well our correspondence in 1961 concerning the erection and dedication of the Georgia State Monument on this battlefield. I have examined with care the sketch of the proposed monument which your committee is now working on. The design shown in this sketch appears to me to be good, but it is not possible to know details of the proposed monument since only one side is shown in the sketch, and since dimensions and all proposed inscriptions are not given. You mention, for example, that it was proposed to make some reference to Private Walter Williams, but this inscription is not shown on the sketch you presented. Your letter does not mention either the proposed location of the monument. As you know from our previous correspondence, Mr. Conrad L. Wirth, Director of the National Park Service, must approve the design and site of any monument before it can be placed in a National Park. I am sure that you can understand the reasons for this requirement and approve of the safeguard which the requirement provides. I suggest, in order to expedite things, that as soon as your committee has arrived on a final design which they wish to recommend, that you submit an exact scale working drawing of the proposed memorial which will show the memorial your committee wishes to erect with the exact inscription to be placed on the memorial. Your committee should also recommend a site for the placing of the memorial so that the Director of the National Park Service can be asked to approve both the design of the proposed memorial and the site of the memorial. You may consider it necessary to send representatives here to agree on an exact site for the memorial.
