James A. Higgins. James A. Higgins died Monday at the University Hospital of New York. There will be a Solemn Requiem Mass at the Church of St. Saviour tomorrow. He is reposing at the Henry McCaddin Son Funeral Home. He was a former New York State Senator and a veteran of World War I. He also served as Commissioner of Accounts of New York City under Mayor Walker. He is survived by his wife Frances children Joan F. Mullins, James E. and Donald F. Higgins; and four grandchildren.
