, the wounded soldier had to present a certificate fromhis captain or colonel stating how long he had served, the combats,perils, and hazards he had been exposed to, his valor, and inwhat military actions he had been wounded. Unfortunately, however, the commissioners of the institutionwere unable to collect a single livre from the administrators of thecharitable institutions in France. Their budgets, so the administra-tors declared, contained no surpluses. In a few years the institution McMurtrie: Public Provision for the Disabled Soldier 111 was practically defunct. In 1611 Louis XIII., successor to HenryIV., closed the doors of the Maison and returned it to the embryonicapothecaries. The disabled inmates who had survived were pen-sioned, and very liberally. But only for a little while. The needfor state funds soon operated to reduce the annuities. The pen-sioners complained. We receive, said they, a mere alms, bothodious and repugnant to the deserts of our quality, for the most part

Thepension system was revised. Again the monasteries were drawn onfor funds. Each monastery was to support its quota of disabledsoldiers. But the pension was inadequate, the red tape and troubleinvolved in collecting it were interminable. Before long most ofthe soldiers had sold their pension rights, and again the countrysidewas terrorized by wandering beggars, thieves, and cutthroats.Convinced of the defects of the system, Louis XIII. abandoned it, 112 INTERSTATE MEDICAL JOURNAL and took up the institutional idea his father before him had essayed.He planned generously, and undertook construction in 1633. Thisnew venture was destined to be the prototype of the famous Hoteldes Invalides, the idea of which is usually attributed to Louis XIV.Very little is known of the history of the institution thus establishedby Louis
