A Visit to General Gomez 397 promptly inaugurated on the day the United States beganits military occupancy. Much of the criticism was un-just, not only to the Administration but to the militaryofficials of the United States, who had undertaken thegigantic task of reorganising the country, of reforming itsiniquitous tax system, of improving its sanitary condition,of building up its destroyed industries.
