ater the administration of thePri-Amursky region was also removed from the former toKhabarovka. This town had become a junction on theline of transport from Europe and Siberia to Vladivostok,effecting a short cut as compared with that via its olderrival. Also in winter, while Nikolaevsk was cut off by anunnavigable frozen strait, Khabarovsk was accessible fromthe south by sledges on a post-road, and over the surfaceof the Ussuri. Since 1897, the latter has had the additionaladvantage of the railway south. In 1884 came yet another promotion for the youthfultown, the Pri-Amursky Oblast, or Amur and Maritimeregion, including the island of Sakhalin, and the littoralincluding Kamtchatka, i.e. from Korea to the ArcticOcean, was cut off from the Oblast of Eastern Siberia, anda Governor-general was appointed with his residence atKhabarovsk. FROM VLADIVOSTOK TO KHABAROVSK 45 the Amur, a tall statue stands out prominently from amidstthe foliage at the bend of the river. It is a strikingmemorial to a no less striking figure in the history ofSiberia. Count Muraviev-Amursky alone in his dayrealized the future value of the Russian advance in theEast. Laughed at for his enthusiasm even by his royalmaster, he pushed on undismayed, and by organizationand diplomacy won in 1858 * the Amur region, i.e. thecountry on the left bank of the Amur from the junctionof the Argun to the mouth of the Amur. While Chinawas occupied with the Anglo-French campaign in i860,he with Count Ignatiev cleverly added thereto the Primorskor Maritime region, i.e. the country lying south of theAmur, west of the Ussuri, and north of Korea. Seen from the Amur, up stream, the town in summerpresents a picturesque appearance from its situation onhilly ground ; but my experience of it was under quitedifferent circumstances.
