Historical - Safeguards Inspectors Originally applicable only to nuclear reactors, the Safeguards systems of the International Atomic Energy Agency (IAEA) in Vienna, Austria, against the diversion of nuclear materials to military use has been extended to cover also fuel reprocessing plants. Further extension to plants for processing nuclear materials and fabricating reactor fuel has also been dealt with by the IAEA Board of Governors. This and the possible future application to uranium enrichment plants as well would provide for control of the whole cycle of handling and use of nuclear material. IAEA Safeguards Inspectors: H.
