the United States beingseriously awakened to the approaching danger, by the newsthat reinforcements \vere to be sent to the British fleet then inChesapeake Bay, he called a council of the heads of the depart-ments, and suggested tlie propriety of collecting all the regu-lars within reach, of forming a camp of at least three thou-sand men at some point between tlie Patuxent and the EasternBranch of the Potomac, and of embodying ten thousand militiaat Washington. These ideas appeared to meet the approbationof all ; and there is little doubt, that could they have been car-ried into execution, both the cities of Baltimore and Washing-ton might safely have bid defiance to the British arms.
