Of the Rulers of the UnitedStates of America.—The President, Con-gress, the General Assemblies, the Gover-nors, and the Councils of State, as thedelegates of the people, according to theregulation and transfer of power, made tothem by the constitution of the UnitedStates, and by the constitutions of theirrespective states, are the rulers of, and inthe United States.
