Text: The report mentions that there will have to be negotiations with Arlington National Cemetery as the boundaries overlap, bringing to mind the site’s shifting uses. The text reads “It is recommended that the Custis-Lee Mansion garden be restored to look as it did in 1861 in conformance with the approved restoration plan (Chapter IV, Illustration No. II). It should be noted that implementation of this plan requires negotiation with Arlington National Cemetery as to existing property lines and removal of certain features on Cemetery property.”
