Notes Japanese helmet (WW2) Collected on Ocean Island by Sir Arthur Fuller Ellis (1869-1951) Arthur Fuller Ellis was appointed as British Phosphate Commissioner in New Zealand in 1921 and held this position until his death in 1951. In 1945 he represented the New Zealand Government at surrender ceremonies held at Ocean and Nauru Islands, at the end of their occupation by the Japanese.
