In the featured cartoon, it is Colombia (of which Panama was then a part) that is personified as a dangerous bandit demanding an exorbitant price for the right to construct a canal. A firm, confident Roosevelt gets the upper hand on the situation to the relief of a gleeful Uncle Sam, who carries his shovel to begin digging the canal.
