t present experts agree that it ischeaper to produce electricity on the spotby steam power than transmit it so long adistance. The decision of the Customs De-partment has therefore no immediate bear-ing upon the question of utilizing the Fallsof Niagara for Toronto, for even if elec-tricity were admitted free it may be manyyears before science will have overcome thedifficulty of transmitting it long distances.In the meantime the principle is establishedby the present decision that Canadian labormust be employed to supply the Canadianmarket with electricity. This is, of course,subject to revision by Parliament. It meansthat power works will in time be establishedon the Canadian side of the Falls, butNiagara Falls is not the only place inter-ested. At Detroit it was proposed to trans-mit electricity across the river if it could bedone free of Customs duty, and thus use theUnited States machinery, labor, and fuel inCanada.
