MassDOT Secretary and CEO Richard A. Davey today joined local officials and business leaders to celebrate the completion of the Route 53 Bridge replacement project over Route 3 in the Town of Hanover. “This has been a long time coming and I appreciate the patience of all road-way users, our customers,” said Secretary Davey. “This bridge replacement project and the support here today shows us that our roads and bridges do contribute to the economic vitality and quality of life in our communities.” “As shoppers and residents pass over this bridge this holiday season, they are crossing a bridge that is structurally sound and will last us 75 to 100 years,” said MassDOT Highway Administrator Frank DePaola. The $8.1 million effort started in 2009; however, motorists have faced restrictions on the bridge since 2004 when the initial bridge repair contract began. The project was stopped, re-designed, permitted and sent back out to bid as a full bridge replacement when significant substructure and superstructure deterioration was found during those initial repairs. |

Definition of "public record"
Public records are defined in A Guide to the Massachusetts Public Records Law, Published by William Francis Galvin, Secretary of the Commonwealth Division of Public Records, (Updated January 2017) at https://www.mass.gov/files/2017-06/Public%20Records%20Law.pdf on page 40, under M. Limitations of template usage
This is consistent with the statement at http://www.sec.state.ma.us/ARC/arcres/residx.htm:
Note: Works that are considered "public records" but were not created by a state or municipal government agency may be copyrighted by their author; the Supremacy Clause of the United States Constitution prevents state law from overriding the author's right to copyright protection that is granted by federal law. For example, a state agency may post images online of the final appearance of a building under construction; while the images may be "public records", their creator (eg. architecture/construction firm) retains copyright rights to the image unless the contract with the agency says otherwise. See: Government-in-the-Sunshine Manual: To what extent does federal law preempt state law regarding public inspection of records?. |
