English: Los Angeles, California — On January 14, 2024 around 8:51 a.m., Los Angeles Police officers were in the area of 6th Street and Witmer Avenue, when they observed a blue Audi Sport Utility vehicle driving recklessly. The driver of that vehicle was later identified as Marc Gonzales. After following the vehicle for several blocks, the officers initiated a vehicle pursuit. During the pursuit, the officers were involved in a traffic collision with a light pole, lost sight of the vehicle and terminated the pursuit. An Air Unit located the vehicle in the area of Pico Boulevard and San Pedro Avenue and shortly thereafter, a different Rampart unit began pursuing the vehicle.
That pursuit terminated at Hooper Avenue and 12th Street when Gonzales lost control of the vehicle and collided into a curb. Gonzales immediately exited the vehicle holding a handgun. He began walking west on 12th Street toward an additional Rampart unit who arrived in the area. The officers ordered Gonzales multiple times to drop his handgun; however, he did not comply and raised the handgun, resulting in an officer-involved shooting. Gonzales was struck by gunfire and collapsed on the sidewalk. He was subsequently taken into custody without further incident. The officers rendered aid to Gonzales until the arrival of Los Angeles Fire Department personnel. Gonzales was transported by rescue ambulance to a local hospital, where he was listed in stable condition. The initial pursuing officers that were involved in the traffic collision were not seriously injured. No other officers were injured during this incident. Prior to the OIS but during the pursuit, Gonzalez fired a round which struck a community member seated inside of a vehicle stopped at a traffic signal. The community member sustained a gunshot wound to his left thigh and was transported to a local hospital, where he was treated and released later that day. A Glock 9-millimeter semiautomatic handgun was recovered at scene. Timestamps: 0:00 - Dashcam #1 3:24 - Dashcam #2 4:44 - Dashcam #3 5:24 - Bodycam: Officer #1 5:52 - Bodycam: Officer #2 |

Records subject to disclosure under the Public Records Act
Pursuant to the California Public Records Act (Government Code § 6250 et seq.) "Public records" include "any writing containing information relating to the conduct of the public’s business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics." (Cal. Gov't. Code § 6252(e).) notes that "[a]ll public records are subject to disclosure unless the Public Records Act expressly provides otherwise." County of Santa Clara v. Although the act only covers “writing,” the Act, pursuant to Government Code § 6252(g), states: “Writing” means any handwriting, typewriting, printing, photostating, photographing, photocopying, transmitting by electronic mail or facsimile, and every other means of recording upon any tangible thing any form of communication or representation, including letters, words, pictures, sounds, or symbols, or combinations thereof, and any record thereby created, regardless of the manner in which the record has been stored. Agencies permitted to claim copyright
California's Constitution and its statutes do not permit any agency to claim copyright for "public records" unless authorized to do so by law. The following agencies are permitted to claim copyright and any works of these agencies should be assumed to be copyrighted outside of the United States without clear evidence to the contrary:
County of Santa Clara v. CFAC held that the State of California, or any government entity which derives its power from the State, cannot enforce a copyright in any record subject to the Public Records Act in the absence of another state statute giving it the authority to do so.
