The earliest picture I can find of it is on https://westernarmeniatv.com/en/official_en/government_en/homeland-the-official-newspaper-of-the-republic-of-western-armenia/, so it must be before this. Possibly 2019, possibly 2018, maybe even 2017? No idea.

Article 4. Non-Protected Works
