It is not taken in 1912, as stated before. Norbert Wiener is an old man in this picture, thus this is definitely taken sometime before 1964. This gives the time of the picture as 1951. However, there is no copyright notice on it, thus it fails to comply with required copyright formalities and is therefore in the public domain.
