I also tried to improve the horizontal symmetry.

I did it by vectorizing the wheel by hand, and then replacing the gold wheels with my own vectorization. Since I used integer coordinates for the nodes, the wheels became sharper than before. If anyone wants to try de-sharpening the image to look more like the original, they are welcome to do so, but considering that the National Archives once corrected a PNG with a compressed JPG, I do not consider this upload of mine to be too destructive.
