English: U.S. Air Force Lt. Col. Ryan Elliott, New Horizons Honduras commander and 823rd RED HORSE deputy commander and Grove City, Pa., speaks at the groundbreaking ceremony at the Gabriela Mistral primary school in Ocotoes Alto, Honduras, June 1, 2015. U.S. Air Force Capt. Austin McKinney, 8th Air Force Life Cycle Management Center deputy program manager out of Hanscom Air Force Base, Mass., and Canton, Mich., native, translates. The event also acted as an official start to the New Horizons exercise which will take place in and around the Trujillo and Tocoa areas. New Horizons was launched in the 1980s and is an annual joint humanitarian assistance exercise that U.S. Southern Command conducts with a partner nation in Central America, South America or the Caribbean. The exercise improves joint training readiness of U.S. and partner nation civil engineers, medical professionals and support personnel through humanitarian assistance activities.
