千葉ニュータウン中央地区で、複合的土地利用（施設系）の造成工事が行われている。 （写真は、印西クリーンセンターの建設予定地付近。印西クリーンセンター移転問題として、地元住民の反対運動が表面化している。） 新住宅市街地開発事業は、良好な住環境を提供する目的から、当初は住宅以外の建設が認められていなかった。 昭和63年の法改正で、事務所、研究所など、特定業務施設の設置が可能になり、平成17年の改正で複合的土地利用が認められるようになった。 複合的土地利用とは、近隣居住者の福利、利便性向上施設すなわち公益的施設の設置と他の施設との併存を認めるものであり、住宅との複合的利用を認める住宅系、特定業務施設との複合的利用を認める施設系がある。 特定業務施設との違いは、特定業務施設は居住者の雇用機会の増大などが主目的であり、公益的施設が含まれないことである。 |
