Ex-Official Passes. Death Claims Frank Howland (Staff Correspondent) Long Branch, New Jersey. Frank Leslie Howland, long a power in Long Branch politics and former mayor and commissioner of that city, died yesterday at the State Firemen s home, Boonton, where he had been a patient for several months. The former mayor had been taken ill more than a year ago and was in failing health ever since. A long and colorful career In city politics, dating back to the days of ward commissioners in 1907, 1908 and 1909, marked Mr. Howland s public life. He became the controller of the city in 1911 and 1912 and, with the change of government to the commission type, was named a commissioner from 1912 to 1924, during which time he was commissioner of revenue and finance. Fought the Klan Battling a Ku Klux Klan control in 1924, Mr. Howland led the "People's ticket in a clean sweep into office. Polling 4,359 votes, he led the ticket into office and was named mayor, a post he held for four years, before being defeated defeated in 1928. Illness, it was said, caused his loss of the 1928 election, when he was unable to carry on his usual campaign. During his team of mayor, starting starting in 1924, he was also the secretary secretary and treasurer of the New Jersey Jersey Trust company, this place. Working on an announced theory, "it is not so much what you collect in taxes; it is how you spend them that counts," Mr. Howland Howland won many friends In his ad ministration of Long Branch and was listed as one of the most popular and efficient directors of finances finances the city has had. Born in Lakehurst in 1877, the son of the late Theodore and Margaret Adams Howland, he soon moved with his family to Long Branch and spent most of his life as a resident here. His father was a trainmaster on the Central Railroad of New Jersey southern division division for 29 years. He was a member of the Royal Arcanum in Long Branch, and a life member of the Long Branch lodge, Elks, where he was also a past exalted ruler. He joined the Phil Daly hose company and was a member of the Presbyterian church. Surviving are his wife, Mrs. Estelle Nesbitt Howland. Garfield avenue, this city; a daughter, Mrs. C. Byron Wortman, and a grandson, grandson, Peter Case Wortman, West Long Branch. Notified of Mr. Howland s death this morning. Mayor Paul Kiernan expressed his feeling of sympathy, "in behalf of the entire board of commissioners and city to the family of one who has given so unselfishly of his time and efforts efforts for the advancement of Long Branch." Commissioner Walton Sherman, who in the 1928 election defeated Mr. Howland, also expressed his sympathy and listed Mr. Howland as a "fearless public servant, interested interested only in the public good."
