Lincolnthen ordered the repeal and this order was considered, bythe abolitionists, a pro-slavery act and much bewailed. Inopposing the re-nomination of President Lincoln, WendellPhillips said: If I turn to General Fremont I see a man whose first act was touse the freedom of the negro as his weapon; I see one whosethorough loyalty to democratic institutions, without regard torace, whose earnest and decisive character, whose clear-sightedstatesmanship and rare military ability, justify my confidencethat in his hands all will be done to save the State, that foresight,decision, and statesmanship can do. With disgust Garrison exclaimed: He (Lincoln) hasevidently not a drop of anti-slavery blood in his veins. Official Records, War of the Rebellion, vol. iii., p. 467. Professor Royce,California, p. 177, calls this a bombastic proclamation characterised by-effrontery and hypocrisy.

Later General Hunterand other generals brought up the same question by orderssimilar to Fremonts. General Fremont contended that if the slaves wereconfiscated they must either be free, or the United Statesmust enslave them. This was logical enough, but thegreat Captain, after numerous consultations with Fremontssuperiors, decided to remove him on the charge of incom-petency, and on October 24, 1861 this was done. It isinteresting to note that General U. S. Grant was one ofFremonts subordinates, during the Hundred Days. No doubt General Fremont was open to criticism in this,and other matters, but it seems not to have been proven thathe would not have made good if he had been retainedin that field.
